Primary Job Responsibilities
PURPOSE OF THE JOB
Plan, design, set-up and operate a large scale industrial construction project material control and warehouse operation at the project site. Also controls the receiving, warehousing and issuing of materials and equipment. Field purchasing and expediting of minor materials and equipment as far as authorized by the Home Office and in absence of field buyer.
Planning
·Analyze capital equipment and/or commodity storage requirements in conjuction with the field contracting plan and schedule.
·Conduct equipment and/or commodity “flow through” analysis to determine storage space requirements for both indoor and outdoor including temperature and humidity control requirements. Analysis to include proprietary equipment segregation and security requirements.
·Review and recommend fire protection, security and safety requirements for warehouse and lay down yard.
·Plan, organize and implement warehouse handling equipment, fuel, rigging and tool requirements including equipment/rigging maintenance, inspection and safety audit programs.
·Research, evaluate, recommend and implement material control and warehouse software for barcode or RFID tag control of equipment and/or commodities. Recommendations to work in conjunction with Client/Jacobs software and reporting requirements.
·Prepare, draft, review, obtain approvals and implement material controls and warehouse polices and procedures.
·Source, pre-qualify, interview, recommend and hire material control and warehouse staff.
·Plan, prepare and implement first in and on going material control and warehouse personnel training of systems, equipment and operations.
General
· Familiarizes his/herself with all project requirements for field material control, including the application of personal computers, software and communication with the home office for exchange of data, etcetera.
·Maintains and keeps current all material control policies and procedures
·Maintains all material controls software systems. Coordinate IT support as required
·Ensures that all warehouse, etc. facilities are available in time.
·Ensures all warehouse equipment is properly maintained, repaired and operating.
·Ensures that personnel are adequately trained to perform all the functions for effective material control, including the operation of the automation/communication system.
·Reviews with the Construction Manager, at least four-weekly, the required level of skills and number of people based on the workload for field material control activities.
Receiving
·Reviews with the Quality Assurance Manager the QA/QC requirements for receiving of materials and equipment.
·Ensures that all shipments have been properly cleared and, if imported, released by customs.Ensures an initial check is conducted on the truck, etc.
·Ensures that overages, shortages or damages are noted prior to off-loading and rechecked after off-loading including special required identification checks (as laid down in field procedures) prior to acceptance and storage.
·Ensures that off-loading is done with the objective to minimize handling cost (e.g. equipment is off-loaded near its foundation).
·Keeps Craft Supervisors and home office expediting informed about materials and equipment received the previous day.
·Ensures that material receiving reports are issued daily according to the standard distribution list.
·Reports the status of deliveries to the site regarding technical discrepancies, overages, shortages and damages.
·Communicates this information to the home office Desk Expeditor for further coordination and action.
Warehousing
·Decides where materials and equipment have to be stored (in the storage yard or in the warehouse).
·Ensures that the storage location of materials and equipment is properly recorded.
·Ensures that stored materials and equipment are clearly identified.
·Reviews safety and security aspects with the Field Safety Engineer.
Issuing of materials and equipment
·Ensures that the free-issue of materials/equipment from store to contractors is recorded in accordance with the field procedures.
·Maintains a record of surplus materials.
Field buying and expediting
Purchases/expedites minor materials and/or equipment as far as agreed with the Project Procurement Coordinator or Project Buyer and in accordance with the project procurement procedures covering purchasing, expediting, required documentation, payment approvals, etcetera.
Training and Experience
Education
Bachelor of Science in Industrial Engineer, Construction Management, Engineering, Business Administration or related field
Experience
+5 years experience in a industrial construction project site setting
+3 years of experience in planning and operations of a large scale industrial project material controls and warehouse function.
Mutiple project material control and warehouse software evalution, recommendation and implementation.
+2 years of key supplier consigned bulk commodities operation
+2 years experience in the storage and handling of hazardous/toxic materials
+2 years of Barcode and/or RFID tag operations
+2 years warehouse handling equipment operations and maintenance.
+1 year experience as a personnel trainer in the field of material control and warehousing
Professional knowledge
Workable knowledge of:
·Technical knowledge of process and packing equipment including electrial and instrumentation.
·Engineering and Construction procurement, expediting, and subcontracting processes
·Automation of material control and warehousing in the field.
·Hazard material handling and controls
·Inventory management and loss provention.
·Warehouse administration.
·Personnel management and performance evaluation
·Purchase orders/requisitions/specifications.
Other Essential Functions
********THIS POSITION WILL REQUIRE THE SUCCESSFUL INDIVIDUAL TO SPEND 3 TO 6 MONTHS AT OUR CUSTOMER' S FACILITY IN SAGINAW COUNTY, MI BEFORE ULTIMATELY BEGINNING A FULL TIME ASSIGNMENT IN CLARKSVILLE, TN***********
Is responsible for:
·Warehouse safety
·Warehouse personnel
·Warehouse facilities and outside equipment laydown yard
·Warehouse and grounds house keeping
·Warehouse handling equipment operation, maintenace, safety and certifications
·Warehouse inventory control and loss prevention
·Material control and warehousing compliance auditing
·Receiving, warehousing and issuing of materials and equipment.
AUTHORITY
Has the authority to:
·Purchase materials, etc. as far as delegated to him by the Project Buyer.

To perform the principal duties, the most frequently required contacts are with:
