Summary - Responsible for the leadership of assigned personnel to assure organized, efficient and cost effective Supply Chain Management in support of Corporate Business Plan strategies.
Responsible for the procurement, receiving and shipping functions.
Manage and achieve Small Business goals as required by government regulations.
Ensure that all procurements are made, negotiated, managed, documented and administered in compliance with departmental, company and government policies, regulations, codes of ethics, statutory requirements and objectives.
Approve procurements within authorized dollar limits which are beyond the limits of assigned personnel.
Develop and maintain written policy and procedures for Outsourcing, Purchasing, Receiving and Shipping functions.
Make recommendations to the VP Material and DDC Staff on matters within the scope of this job description and on strategic/tactical procurement issues, vendor/product selection, design reviews, make/buy decisions and Order Fulfillment process.
Coach, train, mentor and set goals for process/performance improvement.
Counsel and direct subordinate supervisors and employees in outsourcing opportunity, analysis and implementation for materials and services in support of management initiatives.
Advise assigned personnel on current laws, regulations, market conditions and benchmark practices pertaining to the procurement of goods and services.
Job Qualifications - Education/Experience
Four-year college degree with a business related major (NAPM certification as a CPM a plus). Degree may be waived in lieu of experience.
Ten years’ experience in an electronics related purchasing/subcontract environment.
Five years’ managerial experience required with evidence of leadership and decision making skills.
Must have working knowledge of DAR/FAR regulations and experience in liaison with government personnel.
Knowledge of Accounting, Engineering, and Contract Law as it interrelates with Purchasing functions; must have the ability to access and manage contract compliance and product service/quality.
Complete knowledge of all aspects of Purchasing including but not limited to : source selection, price/cost analysis, negotiation, purchase justification and documentation i/a/w DAR/FAR regulations.
Proven track record of achieving substantial process improvements, cost reductions, and inventory control within a Purchasing organization. |
